On the formation of boards of Trustees

The MUNICIPAL STATE INSTITUTION "REGISTER THE NAME OF HRM" in order to form Boards of Trustees in educational institutions, according to the Order of the Minister of Education and Science of the Republic of Kazakhstan dated 27.07.2017 No. 355, Chapter 2, paragraph 5, accepts proposals on its composition, for all institutions separately. Proposals are accepted within 10 working days from the date of publication of the announcement.

The composition of the Board of Trustees is formed on the basis of proposals received with the written consent of candidates for members of the Board of Trustees and is approved by the authorized body of the relevant industry or the local executive body in the field of education within three working days after the end of accepting proposals.

The Board of Trustees consists of:

1) representatives of local representative, executive and law enforcement agencies;

2) representatives of employers and social partners;

3) representatives of non-profit organizations (if any);

4) one parent or legal representative of students in this educational organization from each parallel of classes, courses recommended by the parent committee;

5) benefactors (if available).



The head of the educational organization under which the Board of Trustees is being created or his deputy takes part in its meetings.

The work of the Board of Trustees in our educational institution is not only an effective, legally competent tool for attracting extra—budgetary funds, but also the most convenient way to provide assistance to an educational institution, and therefore to your children, its pupils.



What is the Board of Trustees?



The Board of Trustees is a self-governing body of an educational institution that exercises public control over the collection and expenditure of charitable donations received to the account of an educational institution from individuals and legal entities interested in the development of the institution. The Board of Trustees makes decisions on the procedure for the use of special-purpose funds and forms applications to the Charitable Foundation for the provision of charitable assistance.



In accordance with paragraph 9 of Article 44 of the Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III "On Education", collegial management bodies are created in educational organizations, and the forms of collegial management of an educational organization can be the council (academic council) of the organization of education, the board of Trustees, pedagogical, methodical (educational-methodical, scientific-methodical) councils and other forms, the standard rules of the organization of work of which, including the procedure for their election, are approved by the authorized body in the field of education. Thus, the Board of Trustees of an educational organization (hereinafter referred to as the Board of Trustees) is one of the forms of collegial management of an educational organization.



The main tasks of the Board of Trustees are:



Assistance in organizing and improving the educational process;

Assistance in organizing educational activities of students and teaching staff of an educational institution;

Assistance in organizing and improving the working conditions of teachers and other employees of an educational institution;

Assistance in organizing mass sports, cultural and leisure and tourist-excursion events of an educational institution;

Assistance in improving the material and technical base of an educational institution (improvement and equipping of premises, territory, etc.);

Attracting extra-budgetary funds for the development of an educational institution and ensuring high efficiency of the educational process;

Assistance in ensuring the safety of students, pupils and employees of educational institutions.



Who is on the Board of Trustees?



According to the Rules, the Board of Trustees can be created at the initiative of the founder and parents of students in this educational organization at a general meeting. The Board of Trustees may include: the head of the educational organization under which the Board of Trustees is being created; representatives of other educational organizations, governing bodies; employers and social partners; representatives of public organizations, foundations, associations; sponsors. The Board of Trustees is elected for a term of three years. As necessary, individual changes may be made to its composition by a decision of the general meeting.



The head of the Board of Trustees is its chairman, who is elected at a meeting of the Board of Trustees. The Chairman acts on behalf of the Board of Trustees without special powers, represents it before the educational organization, state bodies and other parties. The Chairman organizes the work of the Board of Trustees and ensures its activities in accordance with the legislation of the Republic of Kazakhstan and the Rules. The Deputy Chairman of the Board of Trustees is elected by the Board of Trustees. The Secretary is elected by the Board of Trustees and is responsible for maintaining the records of the Board of Trustees.





Why do we need a Board of Trustees in an educational institution?



The objectives of the Board of Trustees are: to assist the organization of education in the implementation of its statutory functions; to create the necessary conditions for students and the teaching staff of the organization of education in order to successfully implement educational curricula; to provide financial support, strengthen the material and technical base of the organization of education; to promote the further development of the organization of education.



The main activities of the Board of Trustees, according to the Rules, are: assistance to the organization of education in conducting socio-cultural, recreational and developmental activities; assistance in establishing and developing international cooperation in the field of education and training; assistance in obtaining education, improving living conditions and employment of students from socially vulnerable segments of the population; making proposals aimed at to eliminate shortcomings in the activities of the educational organization



Why do you and your child need a Board of Trustees?



Thanks to the work of the Board of Trustees, the quality of the educational institution is improving, and therefore the quality of life of your child in it. Not only the comfort and safety of the institution increases, but also the quality of the educational process itself: talented teachers do not leave the institution due to lack of budget funds, do not waste time on additional earnings; new valuable employees are attracted. The involvement and competent use of charitable donations by the Board of Trustees significantly expands the possibilities of an educational institution, and strictly depending on the wishes of parents.



What are the powers of the Board of Trustees?



The Board of Trustees determines the procedure for the use of received charitable donations. Closely cooperates with a Charitable Foundation that provides financial support to an educational institution. The Board of Trustees, based on the decisions taken, provides letters to the Fund for charitable assistance to an educational institution (allocation of funds for material and technical needs, payment of bills, ensuring the safety of students, pupils and employees, providing social support to teaching staff, etc.,). The Chairman of the Board of Trustees signs all the necessary documents and is responsible for the adopted procedure for the use of charitable funds, following the results of the reporting period, the Board of Trustees provides information on the movement of funds to all parents and employees of the educational institution.



The Board of Trustees has the right to:



Receive information about the state of pedagogical activity from the head of the educational institution, and, if necessary, his deputies, teaching staff;

To make proposals to the administration of an educational institution to create optimal conditions for education and upbringing of students in an educational institution, including strengthening their health and nutrition;

To make proposals to the founder (founders) of an educational institution to improve its activities and management, to consider other issues referred to the competence of the Board of Trustees by the charter of the educational institution;

Cooperate with charitable and other organizations that receive charitable donations for the development of an educational institution;

To exercise public control over the use of targeted contributions and voluntary donations of legal entities and individuals for the needs of an educational institution.
